Don't Mail to the Wrong Office!

In Georgia, Apostilles (for Hague countries like France, Mexico, UK) are issued by the GSCCCA (Georgia Superior Court Clerks' Cooperative Authority).

Only "Great Seal Certifications" (for non-Hague countries like China, UAE) go to the Secretary of State.

95% of requests go to the GSCCCA. If you send an apostille request to the Secretary of State, it may be returned.

Step 2 — Country of Destination

You MUST list the country where the document is going. This tells the GSCCCA whether to issue an Apostille or a Certification.

Step 3 — Fee Calculation

The fee is simple:

$3.00 × Number of Documents

Payable to: "GSCCCA" or "Clerks' Authority".

Common Rejection Reasons (HS-Specific)

  • Wrong Office — Mailing to Secretary of State Elections Division instead of GSCCCA.
  • Local Health Dept Copy — Sending a birth certificate from a local county health department (Must be State or Probate Court issued).
  • Notary Error — Documents notarized by a notary who hasn't registered with GSCCCA.

Why does the Secretary of State say they do apostilles?

Technically, the GSCCCA manages the notary database FOR the state. But for apostilles, the GSCCCA is the designated authority. The SOS handles certifications for non-Hague countries.
